This bill implements the recommendation of the cesspool conversion working group to accelerate the dates for required upgrades, conversions, or connections of priority level 1 cesspools (the most polluting) and priority level 2 cesspools (the next most polluting) in Hawaii. Specifically, it requires priority level 1 cesspools to be upgraded, converted, or connected before January 1, 2030, and priority level 2 cesspools to be upgraded, converted, or connected before January 1, 2035, rather than the previously-set deadline of January 1, 2050 for all cesspools in the state. The bill also allows the Director of Health to grant exemptions to property owners in certain circumstances, such as small lot size or poor soil conditions.
