This bill amends the Penal Law and the Cannabis Law to include certain acts and subsequent penalties in the criminal sale of cannabis. It adds a new provision to the criminal sale of cannabis in the third, second, and first degrees, which makes it a crime for any person employed or operating a commercial establishment, store, club, or facility to knowingly and unlawfully sell, transfer, gift, or trade cannabis without an appropriate license or authority under the Cannabis Law. The bill also imposes civil penalties on such commercial establishments for unlawful cannabis sales, with increasing fines for repeat offenses. Additionally, the bill requires that any person convicted under these provisions be precluded from seeking, qualifying, or receiving any permit, license, or authority to perform any activities under the Cannabis Law.
