This Joint Resolution directs the Secretary of State to present a proposed amendment to the Oklahoma Constitution to the voters for their approval or rejection, which would allow for the creation of public infrastructure districts, entities that can borrow money and issue bonds to fund public improvements within their boundaries, provided that all surface property owners in the proposed district consent to its formation and that the municipality involved approves the district's creation and may set limits on its powers. These districts would be authorized to impose additional levies, not exceeding ten mills, on benefited property to cover the costs of these improvements, including their organization, operation, and maintenance, and the Legislature would be empowered to pass laws necessary to implement these districts.
