This bill: Legalizes, regulates, and taxes cannabis and manufactured cannabis products for responsible, adult use in Hawaii. It establishes a Hawaii cannabis authority to administer and enforce the new cannabis laws, and provides for licensing of cannabis cultivators, distributors, manufacturers, and retailers. The bill includes provisions to promote social equity in the cannabis industry, such as fee waivers and loan and grant programs for qualifying social equity applicants. It also exempts sales of cannabis and manufactured cannabis products for medical use from the general excise tax, and clarifies that qualifying out-of-state patients have the same rights and privileges as qualifying in-state patients under the medical cannabis law, including the ability to cultivate medical cannabis. Finally, the bill imposes an additional tax on the sale of cannabis and manufactured cannabis products for responsible, adult use.
