This bill establishes an income tax credit for certain cesspool upgrades, conversions, or connections to an approved wastewater system or sewerage system. It requires upgrades, conversions, or connections for cesspools located within 500 feet of a shoreline, stream, wetland, source water protection area, or sensitive body of water at the point of sale or transfer of the real property. The bill also requires cesspools to be upgraded, converted, or connected by 2030, 2035, or 2050 depending on the cesspool's priority level as determined by a hazard assessment. The bill appropriates funds to the Department of Health to implement these provisions.
