This bill establishes the Farm Ownership Succession Planning Program (FOSPP) to provide farm owners with a succession planning toolkit that can be used by those planning to sell or close their farm. The program will include information on financial resources for prospective farmers, farming education and support programs, state-supported economic development funding, farming equipment and supply organizations, labor laws, and insurance and financial services regulations. The FOSPP will also develop statewide forums to connect farmers planning to sell their farm or farmland with prospective new farmers. Additionally, the bill requires the Commissioner of Agriculture and Markets, in conjunction with the Department of Economic Development and the Department of Financial Services, to provide information on the economic viability of family and commercial farming, and to establish an outreach plan to chambers of commerce across the state and adjacent states to promote the program. The bill also authorizes the establishment of a Diversity in Farming Farm Ownership Succession Planning Advisory Task Force to ensure the program reaches prospective farmers and farming entrepreneurs from protected classes in New York.
