This bill establishes the Farm Ownership Succession Planning Program (FOSPP) to provide farm owners with a succession planning toolkit. The toolkit includes information on financial resources for prospective farmers, farming education and support programs, state-supported economic development funding, farming equipment and supply providers, labor laws, and insurance and financial regulations. The FOSPP will also host live and virtual forums to connect farmers planning to sell their farms with prospective new farmers. Additionally, the bill requires the FOSPP to provide information on the economic viability of family and commercial farming, and the commissioner must establish an outreach plan to chambers of commerce, including those representing minority businesses. The bill also authorizes the commissioner to establish a diversity in farming farm ownership succession planning advisory task force to ensure the FOSPP reaches prospective farmers from protected classes.
