This bill amends the Not-for-Profit Corporation Law to make certain not-for-profit corporations subject to the Freedom of Information Law and Open Meetings Law. Specifically, the bill applies these transparency laws to not-for-profit corporations with 25 or more full-time equivalent employees that receive at least $1 million or 75% of their gross revenue from government funding, and are licensed by the Office of People with Developmental Disabilities, Office of Mental Health, or Department of Health as approved service providers. However, the bill exempts patient records protected under the Health Insurance Portability and Accountability Act, as well as records identified by the New York State Police as requiring non-disclosure for security purposes.
