This bill establishes a "Vaccine Recipient Bill of Rights" in Minnesota. It grants individuals the right to determine what is in their own best medical interest regarding obtaining or not obtaining vaccines without threat to their livelihood, ability to attend school, or freedom of movement. The bill also requires health care providers to disclose the specific vaccine being administered and provide independent information about the vaccine to allow the recipient to make an informed decision. Individuals over 65 who are dependent on others for daily living are entitled to consult with a knowledgeable, independent advocate before consenting to a vaccine. The bill prohibits employers from requiring health care providers to promote COVID-19 vaccines and prohibits private businesses from requiring or coercing individuals to obtain a vaccine, unless otherwise authorized by law.
