AN ACT to amend the civil service law, in relation to use of accrued vacation time

This bill allows New York state employees to use their accrued vacation time towards paying off their student loans. It defines "student loan" and "federal student loan" for the purposes of this provision, and exempts employees covered by collective bargaining agreements from this new policy, unless their union opts in.
