This bill allows New York state employees to use their accrued vacation time toward paying off their student loans. It defines "student loan" and "federal student loan" for the purposes of this law. The bill also states that the provisions do not apply to employees subject to a collective bargaining agreement, but employee organizations can opt in or out of the program through collective bargaining. The president of the civil service commission is required to promulgate any necessary rules and regulations to implement this law, which will take effect 180 days after it becomes law.
