This bill amends the Not-For-Profit Corporation Law and the Public Authorities Law to expand the applicability of open meetings and freedom of information laws to certain not-for-profit corporations. Specifically, it requires not-for-profit corporations incorporated on behalf of or at the behest of a municipal corporation, state or local authority, or district to obtain consent from the Authorities Budget Office before incorporating. It also defines "local authority" to include certain not-for-profit corporations affiliated with, sponsored by, or created by a local government, and subjects all state and local authorities and their subsidiaries and affiliates to the open meetings and freedom of information laws.
