This bill clarifies the deadline for submitting written protests that are based on the content of a solicitation under the state's public procurement laws. Specifically, it amends the existing law to state that such protests must be submitted within five working days after the due date for requests for information or the response to all timely submitted requests for information, rather than after the person knows or should have known of the facts giving rise to the protest. The bill also removes a provision that prohibited protests based on the content of the solicitation from being considered if not submitted prior to the deadline for receiving offers. The bill takes effect on July 1, 2112.
