This bill proposes to make undocumented noncitizens eligible for the MinnesotaCare program, which provides health insurance coverage to individuals with low incomes. The bill amends the existing law to remove the citizenship and immigration status requirements for MinnesotaCare eligibility, making the program available to undocumented noncitizens, in addition to U.S. citizens and lawfully present noncitizens. The bill specifies that an undocumented noncitizen is an individual who resides in the United States without the approval or acquiescence of the U.S. Citizenship and Immigration Services. The bill also retains the existing income eligibility requirement of 200% of the federal poverty guidelines for MinnesotaCare. The proposed changes would take effect on January 1, 2024.
