This bill amends the Texas Election Code to require the use of preferential voting, also known as ranked-choice voting, in certain special elections held to fill a vacancy in an office requiring election by majority vote. The bill directs the Secretary of State to prescribe procedures for the preferential voting system, which allows voters to rank candidates in order of preference. If no candidate receives a majority of votes, the votes of the candidate with the fewest votes are reassigned to the voters' next preferred candidates until one candidate achieves a majority. The bill also removes provisions related to primary elections and runoff elections for these offices.
