This bill requires the use of preferential voting, also known as ranked-choice voting, in certain special elections in Texas. It directs the Secretary of State to prescribe procedures for this system, which allows voters to rank candidates in order of preference. If no candidate receives a majority of first-choice votes, the votes for the candidate with the fewest votes are reassigned to the voter's next preferred candidate, and this process continues until one candidate achieves a majority. The bill also eliminates primary elections and runoff elections for these offices, and sets a filing deadline for applications to be on the ballot. It repeals several existing provisions related to runoff elections in the Texas Election Code. The bill takes effect on September 1, 2023.
