This bill aims to strengthen benefits for children of Vietnam veterans born with spina bifida. It does this by: 1. Defining "covered child" as a child eligible for healthcare and benefits under this chapter, and "covered veteran" as an individual whose children are eligible for these benefits. 2. Establishing an advisory council to solicit feedback from covered children and veterans on the provided healthcare and benefits, and communicate this feedback to the Secretary of Veterans Affairs. 3. Requiring the Secretary to establish care and coordination teams to regularly contact covered children, and report on conditions that will trigger outreach to these children. 4. Mandating the Secretary to provide covered children with healthcare and benefits for the duration of their lives, even if their parent passes away. 5. Requiring the Secretary to submit biennial reports to Congress on the number of covered children receiving benefits and the outreach efforts conducted. The bill also requires the Department of Veterans Affairs to enter a memorandum of understanding to better assist covered children and establish conditions for outreach.
