This bill aims to strengthen benefits for children of Vietnam veterans born with spina bifida. It defines "covered children" as those eligible for health care and benefits under this chapter, and "covered veterans" as individuals whose children are eligible. The bill establishes an advisory council to solicit feedback from covered children and veterans, and care and coordination teams to regularly contact covered children and assist with their changed care needs. It also requires the Secretary to provide covered children with health care and benefits for the duration of their lives, and to submit biennial reports to Congress on the number of covered children receiving benefits and the outreach activities conducted. The bill also requires the Department of Veterans Affairs to enter into a memorandum of understanding to better assist covered children and establish conditions for outreach.
