This bill directs the Department of Environmental Conservation to promulgate air quality standards for emissions of certain toxic air contaminants, including benzene, formaldehyde, vinyl chloride, polychlorinated dibenzodioxins, polychlorinated dibenzofurans, trichloroethylene, and mercury. The standards must be based on the best available scientific data concerning the potential adverse human health effects of each contaminant and will be incorporated into permits for major sources, which are defined as stationary air contamination sources that emit or have the potential to emit at least 10 tons per year of a toxic air contaminant or 25 tons per year of a combination of toxic contaminants. The bill also requires the Department to establish regulations specifying when and how fenceline monitoring will be required for toxic air contaminants, with particular consideration given to the existing air quality and the major source's proximity to disadvantaged communities.
