This bill, the Coastal Communities Ocean Acidification Act of 2023, amends the Federal Ocean Acidification Research And Monitoring Act of 2009 to require the Secretary of Commerce, acting through the National Oceanic and Atmospheric Administration (NOAA), to collaborate with state, local, and Tribal governments on vulnerability assessments, research planning, and similar activities related to ocean acidification and its impacts on coastal communities. The bill also expands the membership of the advisory board to include representatives from Tribal organizations, and requires the development of a policy for engagement and coordination with Tribes affected by ocean acidification. Additionally, the bill directs NOAA to build upon existing activities and collaborate with state, local, and Tribal governments on vulnerability assessments and other related efforts, and prioritizes underserved populations and entities in the use of NOAA's resources.
