AN ACT TO MAKE INCOME RECEIVED FROM A NORTH CAROLINA STATE OR LOCAL GOVERNMENT RETIREMENT PLAN OR A FEDERAL GOVERNMENT RETIREMENT PLAN EXEMPT FROM THE STATE INCOME TAX.
