This bill amends the General Municipal Law to expand the definition of "labor organization" and require the inclusion of a representative from a local labor organization and a school district superintendent or school board representative on the board of industrial development agencies. Specifically, the bill adds a new definition of "labor organization" to mean any organization that exists for the purpose of collective bargaining, dealing with employers on employment matters, or providing mutual aid and protection, and is not a company union. The bill also allows industrial development agencies to temporarily exceed the maximum seven-member board size to accommodate the addition of these mandatory members, with the size decreasing as non-mandatory seats are vacated.
