This bill prohibits insurers or health maintenance organizations (HMOs) from including certain requirements in their insurance contracts with healthcare providers. Specifically, it prohibits insurers or HMOs from requiring that: all members of a provider group be included in the insurer's network, all members of a provider group be placed in the same network tier, all members of a provider group be included in all of the insurer's products, and insurers be prohibited from using benefit designs to encourage members to seek services from higher-value healthcare providers. The bill also prohibits most-favored-nation clauses and limits on the disclosure of fees or allowed amounts between insurers, providers, and insureds. Any contracts containing these prohibited provisions will be null and void after January 1, 2024.
