This bill establishes the Supply Chain Resiliency and Crisis Response Office in the Department of Commerce to carry out the Critical Supply Chain Resilience Program. The Office's mission is to promote the leadership of the United States in critical industries and supply chains that strengthen national security and have a significant effect on economic security, encourage public-private partnerships, support the development and competitiveness of critical industries and domestic manufacturers, prepare for and respond to supply chain shocks, and support job creation in the manufacturing sector. The bill authorizes $41 billion in funding for the program, including loans, loan guarantees, and grants to eligible entities such as domestic manufacturers, enterprises, and governments, for activities like domestic manufacturing, commercialization of manufacturing technology, and establishing diverse and secure sources of critical goods and services.
