This bill authorizes certain healthcare professionals, such as physicians, physician assistants, nurse practitioners, registered professional nurses, and midwives, who are licensed to practice in other states or territories and are in good standing, to provide professional services within New York state without first being licensed in New York. The bill requires these professionals to apply for a license in New York and demonstrate their intent to provide reproductive health services. They can continue providing services until their license or certification is approved or denied, as long as they comply with all applicable licensure and regulatory requirements and practice within the scope of their license. The bill excludes professionals licensed in states or territories determined to have substandard or nonconforming licensing requirements, as determined by the New York state commissioner.
