This bill amends the education law to authorize certain healthcare professionals licensed to practice in other states or territories, such as physicians, physician assistants, nurse practitioners, registered professional nurses, and midwives, to provide reproductive health services in New York without first being licensed in the state, provided they apply for a license and demonstrate their intent to provide such services. The bill also allows these healthcare professionals to continue providing services until their license or certification is approved or denied, as long as they comply with all applicable licensure and regulatory requirements and practice within the scope of their license. However, the bill excludes healthcare professionals licensed in states or territories determined to have substandard or nonconforming professional licensing requirements, as determined by the Commissioner.
