This bill establishes a moratorium, or temporary suspension, on the building or placing of any permanent or semi-permanent wind turbine on bodies of freshwater located within the state of New York and under the state's jurisdiction and control. It also prohibits the construction of any infrastructure used to support wind turbines located in federal waters or waters under the jurisdiction of another state, if such infrastructure enters or passes through a body of freshwater within New York's jurisdiction. The moratorium can only be lifted with the consent of both houses of the state legislature by a majority vote in each house, and the legislature may require additional data or information to make a decision on whether to lift the moratorium.
