Bill Summary

AN ACT to amend the environmental conservation law, in relation to establishing a moratorium on the building or placing of any permanent or semi-permanent wind turbine on bodies of freshwater located within the state or off the coastline

AI Summary

This bill establishes a moratorium, or temporary suspension, on the building or placing of any permanent or semi-permanent wind turbine on bodies of freshwater located within the state and under the state's jurisdiction and control. It also prohibits the construction of infrastructure used to support such wind turbines in federal waters or waters under the jurisdiction of other states, when that infrastructure enters or passes through a body of freshwater within the state's jurisdiction. The moratorium can only be lifted with the consent of both houses of the state legislature by a majority vote in each house, and the legislature may require additional information before making a decision to lift the moratorium.
