This bill: - Establishes a competitive grant and loan program to promote the expansion of broadband access in unserved areas of the state, to be administered by the Public Works Board in collaboration with the State Broadband Office. - Gives the State Broadband Office the power and duty to develop and maintain a statewide broadband map, and requires broadband providers to submit updated data on broadband infrastructure deployment to the office twice per year to assist in mapping efforts. - Allows the office to withhold state broadband grants from providers that do not comply with the mapping data submission requirements. - Adds provisions to the Public Records Act to exempt from disclosure certain trade secrets and financial and commercial information, including infrastructure routes and addresses, submitted by businesses to the State Broadband Office for the purpose of developing and maintaining the statewide broadband map. - Repeals several existing statutes related to broadband mapping and reporting.
