This bill amends the Agriculture and Markets Law to prohibit the ear clipping and tail docking of dogs unless deemed medically necessary by a licensed veterinarian to protect the life or health of the dog. The bill establishes that anyone who performs these procedures for reasons other than medical necessity is guilty of a misdemeanor, punishable by a fine of up to $500. The bill also includes a grandfather clause exempting dogs and owners whose tails were previously docked prior to August 1, 2024.
