This bill amends the Environmental Conservation Law to prohibit the taking of non-native big game mammals in a fenced or other area from which there is no means for the mammal to escape. Specifically, it bans the shooting or spearing of such animals that are tied, hobbled, staked, or confined in a fenced or enclosed area with no way to escape. The bill also expands the definition of "fee" to include any compensation or remuneration for room, board, meals, lodging, or other goods and services provided on the premises where the prohibited activities take place. The bill is aimed at ending the practice known as "canned shoots" where non-native big game animals are confined and unable to flee, making them easy targets for recreational hunting.
