This bill establishes a process for minors aged 16 and older to consent to gender-affirming hormone therapy without parental or guardian consent in certain circumstances. The minor must be diagnosed with gender dysphoria, be experiencing or expected to experience harm from not receiving the therapy, have discussed the issue with a parent or guardian who refused to provide support, and provide informed written consent that meets specific requirements. The bill creates a rebuttable presumption that the minor's consent is valid and bars actions against healthcare professionals who provide the therapy in compliance with the bill's provisions. The bill also clarifies that it does not affect a parent's legal authority to consent to gender-affirming hormone therapy for their minor child.
