This bill amends the Public Buildings Law to require the provision of menstrual products, such as sanitary napkins, tampons, and panty liners, at no cost in all female-designated and gender-neutral washrooms and toilet facilities in "covered public buildings" determined by the Commissioner of General Services to be open to the public. The bill also requires the Commissioner of General Services to report to the Governor and Legislature after two years on the implementation of this requirement, including details on the number of toilet facilities affected, the costs of implementation, and the total number and cost of menstrual products purchased. The bill excludes buildings owned or leased by the State University of New York, the City University of New York, and school districts from the definition of "covered public buildings."
