Bill Summary

AN ACT TO ALLOW THE ISSUANCE OF LIFETIME CONCEALED HANDGUN PERMITS, TO PROVIDE THAT A CONCEALED CARRY PERMITTEE WHO ALLOWS THE PERMIT TO LAPSE DOES NOT HAVE TO TAKE ANOTHER FIREARMS SAFETY AND TRAINING COURSE UPON APPLYING FOR RENEWAL UNDER CERTAIN CONDITIONS, AND TO PROTECT THE PROPERTY RIGHTS OF PERSONS SUBJECT TO A DOMESTIC VIOLENCE PROTECTIVE ORDER BY ALLOWING THEM TO STORE THEIR FIREARMS WITH OR SELL THEIR FIREARMS THROUGH A QUALIFIED LICENSED FIREARMS DEALER.

AI Summary

This bill, titled the "Firearms Liberty Act," has several key provisions: 1. It allows for the issuance of lifetime concealed handgun permits in addition to the existing five-year fixed duration permits. The application process and renewal requirements differ between the two permit types. 2. It expands the timeframe during which a permit holder can renew their permit without having to retake a firearms safety and training course, from 60 days to 180 days after expiration. 3. It allows individuals subject to a domestic violence protective order to either store their firearms with a qualified licensed firearms dealer or sell them through such a dealer, rather than being required to surrender them to the sheriff. 4. It makes other technical and clarifying changes to the concealed handgun permit laws, including provisions related to military personnel, revocation criteria, and fees. The bill is intended to provide more flexibility and protections for lawful gun owners in North Carolina.
