This bill amends the Texas Transportation Code to allow municipalities to declare a lower speed limit of not less than 20 miles per hour on highways or parts of highways within their jurisdiction that are not part of the state highway system, without the need to conduct an engineering or traffic investigation if the street is located in a residential district. The bill also requires municipalities that have declared a lower speed limit to publish an annual report comparing traffic citations, warning citations, and accidents related to speed limit violations on those roads.
