This bill amends the Texas Transportation Code to allow municipalities to declare a lower speed limit of not less than 20 miles per hour (instead of the previous 25 miles per hour) on highways or parts of highways within their jurisdiction that are not officially designated or marked as part of the state highway system. The bill also removes the requirement for municipalities to perform an engineering or traffic investigation before declaring a lower speed limit on streets located in a residential district. Additionally, the bill requires municipalities that declare a lower speed limit under this provision to publish annual reports comparing traffic citations, warning citations, and accidents related to speed limit violations on the affected highways or parts of highways.
