This bill amends the Occupations Code to redefine "dog or cat breeder" as a person who possesses five or more adult intact female animals and is engaged in the business of breeding those animals for direct or indirect sale or exchange. It also expands the applicability of the occupational license requirement to include breeders who sell or exchange dogs for certain purposes, such as herding livestock, hunting, or competing in organized performance events. The bill also requires the Texas Department of Licensing and Regulation to prescribe the necessary forms and procedures to implement these changes, and provides a grace period until January 1, 2024, for breeders with fewer than 11 adult intact female animals to obtain the required license.
