This bill, the Aviation-Impacted Communities Act, aims to provide funding and support for noise mitigation in communities that are affected by aviation operations, even if they are outside the current 65 decibel Day-Night Average Sound Level (DNL) standard used by the Federal Aviation Administration (FAA). Eligibility for aviation-impacted communities outside the 65 DNL standard to receive Airport Improvement Program noise mitigation funds and establish community boards to address airport noise. 2. A study by the National Academy of Sciences to analyze aviation impacts on surrounding communities, including those outside the 65 DNL contour, and develop a framework and diagnostic tool for the FAA to assess community impacts. 3. Establishment of designated community boards to provide input to the FAA and airport operators on aviation impacts, and the ability to request community assessments using the framework developed by the National Academy of Sciences. 4. Requirements for the FAA to develop action plans in collaboration with community boards to address concerns raised in the community assessments, and an appeals process if the FAA decides not to implement changes suggested by the community. 5. Funding of up to $750 million over 10 years from the Airport and Airway Trust Fund for noise mitigation grants to eligible structures in designated communities, as well as additional funding based on annual changes to the trust fund balance.
