This bill, the 72-Hour Budget Review Act, creates a requirement for a 72-hour waiting period before any hearing or vote on appropriation bills or revenue bills can take place. It also requires that amendments to these bills be made publicly available at least 24 hours (for regular amendments) or 48 hours (for "striking" amendments that replace the entire bill) before a vote can occur. The time limitations can be waived by a two-thirds vote of the committee or house considering the legislation, but in such cases, a statement must be included about the waiver of the public's right to review the legislation as required under the Act. The bill takes effect immediately upon becoming law.
