This bill amends the Civil Rights Law to make the personnel records of police officers, firefighters, correction officers, and probation officers confidential and not subject to inspection or review without the express written consent of the individual, except as mandated by a lawful court order. The bill establishes a process for a judge to review requests for such records and determine their relevance and materiality before allowing access. The provisions do not apply to district attorneys, the attorney general, county/town/village attorneys, grand juries, or other government agencies requiring the records in the furtherance of their official functions.
