This bill requires the Department of Children and Families (DCF), in collaboration with the Department of Health, the Department of Human Services, and the Department of Education, to publish and disseminate information on early childhood mental health to social workers, teachers, and child care workers whose work primarily involves providing services to children five years of age or younger. The information must include the importance of early childhood mental health awareness, how to appropriately relay mental health concerns to parents or guardians, and how to refer them to state or community resources to assess a child's mental health needs. The departments must coordinate on the dissemination of this information, and the bill also requires the adoption of rules and regulations to implement its provisions, which will take effect no later than 360 days after the date of enactment.
