This bill amends the Pennsylvania Consolidated Statutes to provide boroughs and incorporated towns with additional authority and funding mechanisms for managing storm water. It allows boroughs to enact ordinances to govern and regulate the planning, management, implementation, construction, and maintenance of storm water facilities. It also grants incorporated towns the ability to plan, design, construct, and maintain storm water management systems and facilities, and to assess reasonable and uniform fees to fund these activities. Similarly, the bill authorizes cities to enact ordinances to govern and regulate storm water facilities, and expands their ability to assess fees and establish storm water management districts to fund storm water management efforts. The overall purpose of the bill is to enhance the capacity of local governments to address storm water management challenges through planning, infrastructure development, and sustainable funding.
