This bill amends the Texas Government Code to recognize a valid handgun license issued by any other state, without requiring the governor to negotiate a reciprocal agreement with that state. The bill also requires the Texas Department of Public Safety to publish and annually update a list of states where a Texas-issued handgun license is recognized. Additionally, it repeals the existing provisions that allowed the governor to negotiate such reciprocal agreements or issue proclamations recognizing out-of-state licenses based on certain background check requirements. The bill takes effect immediately if it receives a two-thirds vote in both houses of the Texas Legislature, or on September 1, 2023 if it does not receive the necessary votes for immediate effect.
