This bill requires the Minnesota Commissioner of Commerce to conduct a study evaluating the potential costs, benefits, and impacts of advanced nuclear technology reactor power generation in the state. The study must assess the effects on Minnesota's greenhouse gas emissions reduction goals, system costs for ratepayers, system reliability, the environment, local jobs, and economic development. It must also evaluate current state statutes and rules that would require modifications to enable the construction and operation of advanced nuclear reactors, as well as the economic feasibility of replacing coal-fired boilers with advanced nuclear reactors. The Commissioner of Commerce must submit the results of the study to the legislative committees with jurisdiction over energy finance and policy by January 31, 2024. The bill also appropriates $150,000 in fiscal year 2024 from the general fund to the Commissioner of Commerce to conduct the study and develop the report.
