This bill amends the Public School Code of 1949 to provide for a full-time cyber education program offered by a school district. Under this bill, if a student enrolls in the full-time cyber education program offered by their school district, the student's enrollment will be subject to no tuition or fees other than those generally imposed on the district's students. If the student chooses to enroll in a cyber charter school instead, the student or their parent/guardian will be responsible for paying the cyber charter school a per-student amount, and the student will not be included in the school district's average daily membership for the purposes of basic education and special education funding. The bill defines a "full-time cyber education program" as a complete course of study offered by a school district using technology to provide a significant portion of its curriculum and instruction through the internet or other electronic means, and which is not a cyber charter school.
