This bill requires the Commissioner of Health to provide a grant of $1,250,000 in fiscal year 2024 and $1,250,000 in fiscal year 2025 to Breakwater Health Network, a network of federally qualified health centers (FQHCs), to support the development and implementation of a new electronic health record (EHR) system. The key goals of the new EHR system are to improve patient care and documentation, allow for the exchange of patient information with other providers, establish an equity framework to address social determinants of health, improve the patient and provider experience, improve population health, reduce healthcare costs, and strengthen the security of patient health information.
