This bill appropriates $1.25 million in fiscal year 2024 and $1.25 million in fiscal year 2025 from the general fund to the Commissioner of Health to provide a grant to Breakwater Health Network, a network of federally qualified health centers. The grant funding is to be used to identify a new electronic health record (EHR) system, contract with a vendor to purchase, test, and implement the new EHR, which must be designed to improve patient care and documentation, allow for the exchange of patient information, establish an equity framework to collect and use information on social determinants of health, improve the patient and provider experience, improve population health, reduce health care costs, and strengthen the security of patient health information. This is a one-time appropriation.
