This bill amends the Pennsylvania Election Code to prohibit private organizations or individuals, other than the Secretary of the Commonwealth, from sending applications for absentee or mail-in ballots to qualified registered electors by mail or electronic means. The bill also requires the Secretary of the Commonwealth to make application forms freely available to the public through physical and electronic means. Additionally, the bill establishes a permanent mail-in voter list, where all qualified registered electors shall be placed, and allows electors to be removed from the list upon their request.
