This bill, the Traveler's Gun Rights Act, amends the federal law (Chapter 44 of Title 18 of the United States Code) to define the terms "State of residence" and "resident" for the purposes of firearm ownership and possession. Specifically, it clarifies that an individual's "State of residence" can be the state where their permanent military duty station is located, the state where they maintain a place of abode from which they commute to their duty station, or the state where they maintain a private mailbox or post office box if they do not have a physical residence in any state. The bill also requires the National Instant Criminal Background Check System (NICS) to include the address of the transferee's residence or their private mailbox/post office box if they do not have a physical residence.
