This bill aims to promote primary care through Medicaid graduate medical education (GME) funding. It requires the executive office to include reimbursement rates for GME in primary care, behavioral health, and other physician residency training in fields experiencing shortages, based on the Medicare direct GME methodology. The bill also requires the secretary to identify adequate annual Medicaid GME funding and funding sources by July 1, 2024, and report the recommendations to the relevant committees. The first annual payment to qualifying hospitals and community health centers must be made by October 1, 2025.
